Tax threshold up to $50000

? $10B in budgetary support for GPL, GuySuCo

Government has proposed to increase the income tax threshold from $40,000 to $50,000, Finance Minister Dr Ashni Singh announced during his budget presentation in the National Assembly on Friday.
The personal income tax has been increased to $50,000 or $600,000 annually. The finance minister noted that this year?s increase in the income tax threshold is ?twice as high as it was in 2006?. He added that ?every tax payer will benefit with higher take home pay?, noting that ?some 21,000 persons will be removed from the income tax net, and over $3 billion of additional disposable income will be placed in the hands of beneficiaries?. The income tax threshold has been increased by $10,000 per month.

Finance Minister Dr Ashni Singh

Dr Singh announced too that the recipients of Old Age Pension can look forward to a mere $600 increase as they will now receive $8100, an eight per cent increase over the 2011 rate. There will also be an increase in public assistance effective May 1, 2012 by $400, taking the total to $5900. This increase represents a seven per cent increase. The finance minister stated that ?taken together, the increase in Public Assistance and Old Age Pension will place a further $350 million of disposable income in the hands of the elderly and the most vulnerable?.
According to Dr Singh, the budget projects a reduction in the fiscal deficit that is consistent with the country?s consolidated objectives, noting that several measures will be supported through this year?s budget.

Sugar sector
The minister said too that the sugar sector is poised to take off, and as such, ?we will spare no effort to ensure that the sugar industry is transformed to a viable and competitive one?. On that note, some $4 billion has been allocated from central government to the Guyana Sugar Company (GuySuCo) to ensure that the sugar industry is financially able to meet its operating and investment requirements.
?The production and financial turnaround that is expected to be aided, with this support from government and other initiatives taken by the industry, will ultimately redound to the benefit of the industry?s 18,000 workers and their families along with the industry?s suppliers of goods and services, bringing the total number of beneficiaries to 120,000.?

GPL and renewable energy
Additionally, the Guyana Power and Light Company (GPL) will receive a transfer of $6 billion from central government with the aim of cushioning ?as far as possible, the impact of imported oil price movements on domestic customers?.
?This will benefit all of GPL?s 164,000 subscribers and by extension every member of all of the households connected to GPL?s grid,? the minister stated. The electricity tariffs were last adjusted in December 2007, Dr Singh said ?at a time when heavy and light fuels were being procured at US$71 and US$109 per barrel respectively?.
Those prices have escalated by 61 per cent and 38 per cent to US$114 and US$150 per barrel respectively. The minister noted too that GPL has to carry the costs without any adjustments to its tariffs.

Legislation
Government will also be promoting projects in the area of renewable energy sources by tabling legislation to remove ?applicable taxes on equipment used for generating electricity from non-traditional sources for both household and commercial purposes?.
Those equipment include solar panels, solar lamps, solar batteries, solar generators, solar water heaters, wind turbines, water turbines, power inverters, compact fluorescent lamps and light emitting diode lamps. Dr Singh added that government?s move to have legislation in that area is consistent with the country?s Low Carbon Development Strategy (LCDS) that promotes clean and renewable sources of energy, along with energy efficiency while recognising the rising cost of energy from traditional sources.
?It is our intention to promote greater reliance on renewable sources of energy, and the use of more energy efficient devices.?
In the meantime, the finance minister announced that government will also be tabling legislation in the National Assembly to reflect its commitment to the Economic Partnership Agreement (EPA) that Guyana introduced in January 2011. ?Mr Speaker, with respect to customs duties on exports, Article 14 of the EU-CARIFORUM Economic Partnership Agreement provides that customs duties should not be applied to originating exports. The said Article 14 and Annex 1 to the EPA call for the removal of such taxes within three years of signature of the agreement.?
Dr Singh, in summing up his presentation of the budget, said that Guyana cannot be unmindful of the context to which small economies like itself ?confront the challenges of development?.
He said the current ?external environment is characterised by a virtually limitless interconnectedness that exacerbates exposure and vulnerabilities as much as it creates opportunities. The resulting uncertainty has manifested itself in considerable economic trauma for many small economies, including some in our region?.
He said too that Guyanese need to be grateful that the country has been able to traverse ?these perilous times and emerged thus far an even stronger economy?. The growth the country has achieved over the past few years ?bears testimony to the soundness and responsibility of our policies?. He noted also that given Guyana?s economic position, the country is ?at the most exciting juncture? in its economic history, and ?poised for rapid takeoff?.
?Once the large scale investment in such sectors as information technology, mineral extraction, and agriculture materialise, the implications for growth and job creation, and income and wealth generation will be vast. Needless to say, the beneficiaries will be the Guyanese

Santorum video evokes horror classics to bash Obama

LOS ANGELES/NEW YORK (Reuters) - A squawking crow. A single shoe turned on its side. Dark skies. A slow-spinning carousel on an empty playground. All the ingredients of a horror movie come together in a Rick Santorum presidential campaign video that depicts a terrifying "Obamaville".

The video has grabbed attention for its use of scary themes and images in the world of political ads. It was released at a time when Santorum lags Mitt Romney in the Republican race to find a challenger to President Barack Obama in the November 6 election.

Complete with eerie music, the video is a teaser for an eight-part series and looks like an "Amityville Horror," "Twilight Zone" and Alfred Hitchcock mash-up.

Using the time-tested tools of horror masters, it paints a picture of a frightening future if Obama wins re-election.

In some shots, the camera's movement slows and zooms in, a favorite filmmaker technique to make viewers feel uneasy.

"Those kind of shots are common to post-apocalyptic zombie movies. You kind of half expect a zombie to shamble around the corner," said Spencer Parsons, who teaches film production at Northwestern University and is finishing work on his own horror film.

The setting is a run-down town called "Obamaville." The year is 2014, after the Democratic president's re-election.

A dozen iconic horror movie images fill the minute-long video: barren trees, empty streets, a clock with fast-spinning hands, a candle that flames out, a baby.

"Small businesses are struggling and families are worried about their jobs and their future," the deep-voiced narrator says in ominous tones. "The wait to see a doctor is ever increasing. Gas prices through the roof, and their freedom of religion under attack."

The bleak scenes are tinted green, a common hue horror directors turn to. "It's a sallow color that makes people look pasty and drawn," Parsons said.

At the end, a typeface reminiscent of 1960s horror movies screams "welcome to Obamaville" on screen.

"Classic, campy horror films" like "Night of the Living Dead" come to mind, said Greg Smith, chief creative officer of advertising firm The VIA Agency. "Particularly with the use of the font. That is so derivative of that '60s style of trailer."

IRANIAN THEME

Crows overhead recall Hitchcock's famous thriller "The Birds." A man holds a gas nozzle to his head like a gun. Flickering TV images show Iranian President Mahmoud Ahmadinejad, and the narrator warns a "sworn American enemy has become a nuclear threat."

An Obama campaign staff member in Chicago said Santorum was trying to scare Americans into voting for him. Other Obama backers complained the video likened the president to Ahmadinejad by quickly flashing alternating images of the two.

The Democratic National Committee, on its website, calls the video a "new low" and asks for donations to "fight back."

"I don't know what goes too far about it," said John Brabender, Santorum's longtime media strategist and ad maker. He said the campaign was warning there will be a nuclear-armed Iran and higher gas prices if Obama were elected. Santorum, on the other hand, would get tough with Tehran, he said.

While horror themes are rare in political ads, they are not completely new. A famous ad for Democrat Lyndon Johnson's campaign in 1964 showed a girl picking a daisy, then zoomed in on her eye and flashed a nuclear explosion, driving home a message against his Republican rival Barry Goldwater.

There are more chills from "Obamaville" to come. The video is a teaser for an eight-part miniseries that will run on Ricksantorum.com, Brabender said.

The first will appear in about two weeks, followed by one every two weeks after that. The series will conclude before the Republican nominating convention in August. "Almost all of them have Iran in them in some capacity," Brabender said.

The teaser cost a few thousand dollars and each episode will cost $4,000 to $5,000 each, he said. The videos will drive people to Santorum's website, where the candidate collects donations, Brabender said.

"They'll pay for themselves in no time," he said.

By enabling the user to rapidly visualize a diverse range of geological and geophysical constraints within different tectonic reconstructions, the implications of different tectonic models for reconciling a variety of observations can be investigated with ease, allowing more informed choices to be made between different models and data. To illustrate the application of this software, the authors explore alternative tectonic models for the assembly of Western Australia and the configuration of Rodinia by using GPlates to reconstruct geological terranes, geophysical grids, and paleomagnetic data relevant to the reconstructions.

Novel compound halts tumor spread, improves brain cancer treatment in animal studies

ScienceDaily (Mar. 28, 2012) ? Treating invasive brain tumors with a combination of chemotherapy and radiation has improved clinical outcomes, but few patients survive longer than two years after diagnosis. The effectiveness of the treatment is limited by the tumor's aggressive invasion of healthy brain tissue, which restricts chemotherapy access to the cancer cells and complicates surgical removal of the tumor.

To address this challenge, researchers from the Georgia Institute of Technology and Emory University have designed a new treatment approach that appears to halt the spread of cancer cells into normal brain tissue in animal models. The researchers treated animals possessing an invasive tumor with a vesicle carrying a molecule called imipramine blue, followed by conventional doxorubicin chemotherapy. The tumors ceased their invasion of healthy tissue and the animals survived longer than animals treated with chemotherapy alone.

"Our results show that imipramine blue stops tumor invasion into healthy tissue and enhances the efficacy of chemotherapy, which suggests that chemotherapy may be more effective when the target is stationary," said Ravi Bellamkonda, a professor in the Wallace H. Coulter Department of Biomedical Engineering at Georgia Tech and Emory University. "These results reveal a new strategy for treating brain cancer that could improve clinical outcomes."

The results of this work were published on March 28, 2012 in the journal Science Translational Medicine. The research was supported primarily by the Ian's Friends Foundation and partially by the Georgia Cancer Coalition, the Wallace H. Coulter Foundation and a National Science Foundation graduate research fellowship.

In addition to Bellamkonda, collaborators on the project include Jack Arbiser, a professor in the Emory University Department of Dermatology; Daniel Brat, a professor in the Emory University Department of Pathology and Laboratory Medicine; and the paper's lead author, Jennifer Munson, a former Fulbright Scholar who was a bioengineering graduate student in the Georgia Tech School of Chemical & Biomolecular Engineering when the research was conducted.

Arbiser designed the novel imipramine blue compound, which is an organic triphenylmethane dye. After in vitro experiments showed that imipramine blue effectively inhibited movement of several cancer cell lines, the researchers tested the compound in an animal model of aggressive cancer that exhibited attributes similar to a human brain tumor called glioblastoma.

"There were many reasons why we chose to use the RT2 astrocytoma rat model for these experiments," said Brat. "The tumor exhibited properties of aggressive growth, invasiveness, angiogenesis and necrosis that are similar to human glioblastoma; the model utilized an intact immune system, which is seen in the human disease; and the model enabled increased visualization by MRI because it was a rat model, rather than a mouse."

Because imipramine blue is hydrophobic and doxorubicin is cytotoxic, the researchers encapsulated each compound in an artificially-prepared vesicle called a liposome so that the drugs would reach the brain. The liposomal drug delivery vehicle also ensured that the drugs would not be released into tissue until they passed through leaky blood vessel walls, which are only present where a tumor is growing.

Animals received one of the following four treatments: liposomes filled with saline, liposomes filled with imipramine blue, liposomes filled with doxorubicin chemotherapy, or liposomes filled with imipramine blue followed by liposomes filled with doxorubicin chemotherapy.

All of the animals that received the sequential treatment of imipramine blue followed by doxorubicin chemotherapy survived for 200 days -- more than 6 months -- with no observable tumor mass. Of the animals treated with doxorubicin chemotherapy alone, 33 percent were alive after 200 days with a median survival time of 44 days. Animals that received capsules filled with saline or imipramine blue -- but no chemotherapy -- did not survive more than 19 days.

"Our results show that the increased effectiveness of the chemotherapy treatment is not because of a synergistic toxicity between imipramine blue and doxorubicin. Imipramine blue is not making the doxorubicin more toxic, it's simply stopping the movement of the cancer cells and containing the cancer so that the chemotherapy can do a better job," explained Bellamkonda, who is also the Carol Ann and David D. Flanagan Chair in Biomedical Engineering and a Georgia Cancer Coalition Distinguished Cancer Scholar.

MRI results showed a reduction and compaction of the tumor in animals treated with imipramine blue followed by doxorubicin chemotherapy, while animals treated with chemotherapy alone presented with abnormal tissue and glioma cells. MRI also indicated that the blood-brain barrier breach often seen during tumor growth was present in the animals treated with chemotherapy alone, but not the group treated with chemotherapy and imipramine blue.

According to the researchers, imipramine blue appears to improve the outcome of brain cancer treatment by altering the regulation of actin, a protein found in all eukaryotic cells. Actin mediates a variety of essential biological functions, including the production of reactive oxygen species. Most cancer cells exhibit overproduction of reactive oxygen species, which are thought to stimulate cancer cells to invade healthy tissue. The dye's reorganization of the actin cytoskeleton is thought to inhibit production of enzymes that produce reactive oxygen species.

"I formulated the imipramine blue compound as a triphenylmethane dye because I knew that another triphenylmethane dye, gentian violet, exhibited anti-cancer properties, and I decided to use imipramine -- a drug used to treat depression -- as the starting material because I knew it could get into the brain," said Arbiser.

For future studies, the researchers are planning to test imipramine blue's effect on animal models with invasive brain tumors, metastatic tumors, and other types of cancer such as prostate and breast.

"While we need to conduct future studies to determine if the effect of imipramine blue is the same for different types of cancer diagnosed at different stages, this initial study shows the possibility that imipramine blue may be useful as soon as any tumor is diagnosed, before anti-cancer treatment begins, to create a more treatable tumor and enhance clinical outcome," noted Bellamkonda.

LSBDC at ULM Business Consultant Receives Export Certification ...

The Louisiana Small Business Development Center is pleased to announce that Virendra Chhikara (V.C.), Business Consultant for the LSBDC at University of Louisiana-Monroe has received designation as a Certified Export Counselor.

Chhikara , a native of Haryana, India,will provide specialized assistance including consulting and training to small and medium sized businesses interested in developing or expanding their export business opportunities.

?My goal is to help make it easier to do business globally,? said Chhikara. ?While exporting offers new avenues for small businesses to grow, it also increases the GDP [Gross Domestic Product], which will help generate more jobs and revenue for the domestic market.?

In 2007, Chhikara joined the LSBDC network as a graduate assistant while pursuing a Master?s of Business Administration degree at the University of Louisiana at Monroe. In 2009, he became a full-time Business Consultant for LSBDC at ULM. ?The encouragement that I received from Dr. Dunn [LSBDC at ULM Center Director], staff, and the State Office [LSBDC] has been instrumental in my development as a trade specialist.?

Chhikara has nearly 10 years of research, technology, and business development experience. Prior to joining the LSBDC, he was a research scientist for two pharmaceutical companies in India. There he was responsible for method development and validation for pharmaceutical drugs and FDA approval.

In addition to his MBA, Chhikara has a Master?s in Analytical Chemistry and a Bachelor?s in Chemistry from Jiwaji University in Gwalior (Madhdya Pradesh) India.

The Export and Trade Certification Training program, provided by the U.S. Small Business Administration and U.S. Commercial Service of the Department of Commerce, certifies competency in the core concepts of international trade including export marketing and sales, global logistics and supply chain, export regulations, and international trade payments.

Since the launch of the National Export Initiative, a government-wide export-promotion strategy, which aims to increase exporting opportunities for small and medium sized businesses, the LSBDC has significantly increased its international trade efforts. The network now consists of seven trained international trade business consultants of which three are certified.

Monday, April 2 at 8:00 am the LSBDC, in conjunction with Louisiana Economic Development (LED), will host a no-cost export training event, STEP Up to Exporting Summit. This accord will enhance the state?s ability to support the NEI in its endeavor to double U.S. exports over the next five years.

?Exporting creates new opportunities for small businesses looking to diversify markets and increase sales,? said LSBDC State Director Mary Lynn Wilkerson. ?Many small businesses are interested in exporting, but don?t know where to start. I urge our small businesses to come to the ULM Alumni Center Monday to meet V.C. and see if exporting is a good fit for your business ? it?s free.?

The summit will provide attendees with opportunities to learn from and network with international trade experts and local small business exporters, and ask questions they may have regarding international trade. International trade specialists from U.S. Small Business Administration (SBA), U.S. Department of Commerce, U.S. Export-Import Bank and Southern U.S. Trade Association, will be on hand to meet one-on-one with conference attendees. Small businesses will abe introduced to the State Trade and Export Promotions (STEP) Grant Program, which provides up to $5,000 for eligible small businesses to market their products and services overseas. Through no-cost confidential counseling, the LSBDC can help new-to-export businesses become ?export ready.? Services are also available for experienced exporters interested in pursuing new opportunities.
