MIAMI (AP) ? Forecasters say a tropical storm warning has been issued for parts of Canada north of the U.S. border as Hurricane Irene moves north.

The National Hurricane Center said Saturday that the storm warning extended from the U.S. border to Fort Lawrence. The warning also included the south coast of Nova Scotia from Fort Lawrence to Porters Lake.

Irene was maintaining its strength as it moved across North Carolina toward Norfolk, Va. Its maximum sustained winds were holding steady at about 85 mph.

The hurricane was about 95 miles south of Norfolk, but it was already bringing heavy rain and wind gusts to southeastern Virginia.

Greece: No bond swaps without 90 pct participation (AP)

ATHENS, Greece ? Greece said Friday it might only go ahead with a bond swap plan that is a critical part of its second bailout if at least 90 percent of private creditors who hold government bonds participate.

The July 21 bailout plan would see banks and other financial institutions give Greece easier repayment terms on its bonds.

However, in return, Greece has to fund an expensive collateral arrangement, which will secure the remaining value of the bonds and would cost the country about euro42 billion ($60 billion) until 2020.

The Athens Stock Exchange on Friday posted extracts of a letter sent by the government to foreign finance ministers saying that Greece "shall not be obliged to proceed" unless it could get at least 90 percent of its eligible bonds swapped or rolled over. It also said 90 percent of that must be bonds maturing between June 30, 2011, and Aug. 31, 2014.

"If these thresholds are not met, Greece shall not proceed with any portion of the transaction" if it determines ? along with international partners such as the eurozone and International Monetary Fund ? that the total contribution of the private sector is insufficient for the July 21 agreement to work, the letter said.

It said the participation of the private sector needed to have a positive impact on its debt sustainability, or its ability to repay its overall debt load of some euro340 billion.

Greece had previously said it was seeking 90 percent participation, or euro135 billion, but the figure had been set as a target rather than a condition.

The letter was sent to foreign finance ministers asking for help in determining which institutions in their countries hold Greek bonds maturing through the end of 2020. Finance Minister Evangelos Venizelos said the letter was received by 57 countries.

According to initial estimates, the bond swaps and rollovers were meant to save the Greek government some euro37 billion by 2014, reaching a total of euro54 billion by 2020. However, much of those savings would be eaten up by the cost of the collateral, so lower participation could quickly eliminate the benefits.

The Institute of International Finance, a financial sector lobbying group that has been leading the discussions on private sector involvement with the Greek government, has said that the estimates are based on a participation of 90 percent of Greek bondholders.

However, in recent weeks, speculation has mounted that Greece may fall short of that target.

Amadeu Altafaj-Tardio, a spokesman for the European Commission, the EU's executive, said discussions with Greece's private creditors were "ongoing."

"We have no reason to think that the figure will be far from that (90 percent) estimate," he said.

Debt-strapped Greece has been relying on rescue loans from eurozone countries and the International Monetary Fund since last year. It was granted a first, euro110 billion ($159 billion) bailout in May 2010 but still needed to get a second rescue deal worth a further euro109 billion ($157 billion) last month. The euro109 billion figure is dependent on a strong participation of the private sector.

In return for the rescue loans, the country has pledged to tame its budget deficit, aiming for a target of 7.5 percent of gross domestic product this year from 10.5 percent in 2010. It has imposed a series of austerity measures, including higher taxes and cuts to public sector pay and other spending, and introduced more measures this year.

The country has struggled to meet its targets, and Venizelos said Greece was in a "very difficult" situation.

"There is no doubt that the Greek economy is going through its most difficult time in many decades, the most difficult time in the last 37-40 years," he said in parliament.

Venizelos said the recession was deeper than initially predicted and the economy would contract by more than 4.5 percent of gross domestic product ? which would affect the country's targets.

But if the austerity measures were adhered to, "we will be very close to our fiscal targets and in 2012 we will be able to change the atmosphere," Venizelos said.

The talks with banks and other financial companies is just one of the aspects of the July 21 deal that is running into potential troubles.

Eurozone states, which will be funding the majority of the second euro109 billion bailout, are also locked in talks about a Finnish demand to get collateral to secure its contribution to the bailout.

Senior officials from eurozone finance ministries were discussing the issue Friday in the hopes of finding a solution that would not endanger the overall bailout deal. Four other eurozone countries have demanded equal treatment if Finland is given collateral

Venizelos said he was confident the problem would be resolved.

"A solution will be found," he said. "We fulfilled our obligations. We are not the problem."

The minister said the calls for equal treatment by other countries "doesn't turn against Greece. It turns in favor of the unity of Europe."

Coast Guard: BP well not leaking (AP)

NEW ORLEANS ? Federal officials investigating reports of small amounts of oil popping up on the Gulf of Mexico surface near where a BP well blew out last year said Friday they found no oil leaking from seafloor wells.

This week the Coast Guard and BP sent deep-sea robots down to the disaster site and no leaks were found at the well or at two other wells drilled during the months-long work to get the out-of-control well capped. They said no sheens were seen on the surface either.

"We saturated that area by both air and sea," said Coast Guard Chief Petty Officer John Edwards. "With no known origin, this sheen ranks up there among the thousands of other quote-unquote mystery sheens that happen every day in the Gulf."

Apparently there was a leak somewhere ? perhaps from a natural seep on the seafloor or some other source, even drilling equipment that sank to the seafloor after the Deepwater Horizon rig exploded on April 20, 2010, killing 11 workers and sparking the largest offshore oil spill in U.S. history. The BP well spewed about 200 million gallons of oil last year.

Ed Overton, a Louisiana State University chemist leading efforts to analyze the BP spill, said samples from sheens found earlier in the week near the site of the disaster matched the fingerprint of the crude that spewed from BP's well.

"It is essentially identical," Overton told The Associated Press when reached by telephone Friday. "It means that it is oil that came from that general area."

He said the amount of oil found was very small and that the sheen ? reported by the Press-Register newspaper in Mobile, Ala., this week._ may have amounted to as little as a gallon of oil. "This is a leak of a real small amount of oil," he said. "We're not looking at a repeat of last summer."

Because the sheen was so small, he said it might be coming from a leak that would be hard to find, perhaps from a "fissure in source rock or from somewhere else."

Overton said it was possible the oil could be from the mile-long pipe called a riser that extended between the Deepwater Horizon and the well when the blowout occurred. The riser, along with the Deepwater Horizon, sank to the bottom of the Gulf. He said oil may have been trapped in the riser and is only now dribbling out. He said the small sheens documented this week resembled leaks in the past found escaping from sunken damaged vessels.

But he added that the oil might have come from a natural seep from the same oil reservoir the BP well was tapping into. There are natural seeps in the area.

BP said it had not sent remotely operated vehicles to look for leaks along the riser, which it said belonged to Transocean Ltd., the drilling company that owned the Deepwater Horizon.

Brian Kennedy, a Transocean spokesman, said the company had not conducted a survey of the riser. He called it implausible for oil to be leaking from that structure.

It takes a long time to learn the stock market and for someone that wants to start investing in the market needs to decide what risk level he wants to take. CDs backed up by the government has about 3-4% annual return for the long term with a low risk. Bonds or Bonds Funds has about 5-7% annual return for the long term with a medium risk. Stocks or Stock Mutual Funds has about 8-10% annual return for the long term with a high risk and are more volatile than Bonds. The stock market is basally made up of stocks and bonds. Investment managers pick a group of stocks to make a mutual fund or a group of bonds to make a bond fund. They even put a mixture of stocks and bonds together and call it Growth & Income Fund.

1- Mutual Funds: I like mutual funds because they have a group of stocks, could be around 100+, invested in different sectors, and manage by a professional. Managers have lots of schooling for investing in stocks, around 8 years. So I think managers can pick stocks better than me. There are lots of different kinds of mutual funds that does not charge any fees to buy it?s shares and they are called Noload Funds. There are also some funds called Load Funds that charge 5% of your investment. But what I don?t like is the fact that most funds has trading restricting and you may not be able to trade more than 4 times a year. That?s because it makes it hard for the fund to make a good return if there is to much trading in the fund, causing the fund manager to make more buys and sells. Mutual funds are meant for long term investors.
2- Stocks: Stocks is more volatile than funds unless you spread you money in about ten different sectors and know witch sector will do best. And stock trading restricting is only a few days and that?s something that I like. If you own stocks, you need to keep up with all the company?s business so you don?t get stuck with a bad stock.
3- ETFs (Exchange Traded Funds): ETFs are like a mutual fund but trades like a stock and that is my main reason why I like ETFs. There are some ETFs that represents Index?s. An Index is like S&P or DOW. Index?s operate just like a mutual fund with a group of stocks in deferent sectors, manage by professionals. You can?t buy Index?s because they are not for sell. A company owns them. But you can buy a mutual funds or an ETF that has the same stocks as the Index they represent. There are a lots of different kinds of ETFs for someone to choose from. Some have 1x leverage, some have 2x leverage, and some has 3x leverage. There are some that represent almost every kind of sector.

You can find several good brokers that charge $8.00 and under, per stock trade and no fee on Noload Funds. Most broker websites have good research tools. Some popular broker websites are Fidelity, TD Ameritrade, E-trade, Scottrade and others. I think you need a min. of $500 (some sites $2,000) to open a broker account.

Moto annual meetings are something that you look forward to many motorcycle enthusiasts to participate. It gives them a chance to see what new in the world of motorcycles, going out with friends old and, frankly, on the way for a safe journey. CAIRO, Egypt -- Egypt's revolutionaries received a crucial bit of closure earlier this month when Egypt's ailing ex-president, 83-year-old Hosni Mubarak, was wheeled inside the caged dock of a Cairo courtroom, clad in a white prison jumpsuit.

The televised images of Mubarak, as shocking and surreal as they were, offered many Egyptians a glimmer of hope that justice would finally prevail after the bloodshed of the January 25 uprising and three decades of repressive rule.

Not everyone, however, was cheering.

Outside the court, hundreds of Mubarak allies chanted and waived placards of support before and during his trial, which opened on Aug. 3 and met for a second session on Aug. 15.

"Oh Mubarak, hold your head high," screamed protesters, according to Reuters. "We will demolish the prison and burn it down, if Hosni Mubarak is sentenced."

These ardent supporters of the former president -- the self-described "sons of Mubarak" -- hope to spare their former president from the humiliation of detention and intense scrutiny of a public trial.

His most vocal backers may be in the minority these days -- depending on who you ask -- but they are unwavering, both online and on the street, in their conviction that Mubarak, who is under detention in a Cairo hospital until his next court date, is a national hero who led the Arab world's most populous nation to 30 years of peace, prosperity and stability.

"We traded our national security for political corruption and economic chaos," said Yousry Abdel Razik, a lawyer who attended the recent proceedings. "This was no revolution. Revolutions are supposed to make countries better, not worse."

Abdel Razik recently signed on to give pro-bono legal aid to Mubarak's defense team, which is led by veteran Egyptian lawyer Farid el-Deeb.

The charges Mubarak is facing -- corruption, abuse of power and ordering his security forces to kill more than 800 protesters -- could result in the death penalty if he is found guilty.

That harsh reality alone was enough to bring Abdel Razik, 35, to tears during the trial.

"The only other time I've cried in my lifetime was when my father died two years ago," he said. "But I love Mubarak. He is my father too."

On the west bank of the Nile River, a few dozen Mubarak supporters have set up a makeshift, Tahrir-like rallying point in a traffic circle. There, they occasionally meet to drink tea, discuss the latest news and reminisce about the old days.

They are angry that billboards carrying Mubarak's once-ubiquitous image have been torn down, and that his name has been scrubbed from schools and subway station maps.

Most of them -- men and a few women, young and old, rich and poor -- are still dumbfounded by Mubarak's ouster. They point fingers at various foreign elements, mostly the United States and Israel, as the ones responsible for his downfall.

They seemingly ignore the widespread criticism that frequently arose during Mubarak's one-man rule -- economic stagnancy, human rights abuses and corruption.

"My family and I never benefited at all from Mubarak, economically speaking," said Karim Hussein, who grew up in a working class neighborhood near the Pyramids. "But I am proud to defend him even to this day."

Hussein, a 22-year-old information technology graduate, seems a more likely candidate to join the youth activists who challenged Mubarak earlier this year.

But a day after thousands of young Egyptians descended on Cairo's Tahrir Square on January 25, aided in part by the coordinated use of social media, Hussein launched his own Facebook page in support of Mubarak.

He said he was inspired to defend his president because he thought protesters were treating the elderly leader unfairly after so many years in power.

The Facebook group, translated as "We Are Sorry Mr. President," organizes rallies and celebrates and defends Mubarak's "achievements." The page has attracted more than 100,000 fans to date, though Hussein admits some of those followers are hackers and naysayers.

In a troubling reversal, it is now these Egyptians, those that support Mubarak, who are on occasion the target of violence. They point to bandages, casts, scars and other battle wounds as signs that they have now become Egypt?s most marginalized minority.

Hassan Ghandour, a 30-year-old who claimed to be a former soldier in Mubarak's presidential guard unit, unbuttoned his shirt to reveal a long, deep gash he received during clashes that erupted during Mubarak's trial on Aug. 15.

Insults between the two opposing sides of protesters had escalated into an all out brawl, leaving dozens injured.

Ghandour denied that he or any of his comrades were "counter-revolutionaries" seeking to reinstall the former leader, as reform activists frequently claim.

"All of this chaos happening now is not from us," Ghandour said. "It's because of the revolution that burned and destroyed our country."

Most of the "sons of Mubarak" believe their former president will soon have his legacy restored.

Abdel Razik, the volunteer lawyer, said he is confident that the former president will be exonerated within a few months.

At the very least, said a beaming Abdel Razik, the Egyptian public will no longer be able to watch live images of Mubarak in a cage -- the judge ruled that the trial would no longer be televised.

99th Indian Science Congress to focus on women

New Delhi, Aug 25

The 99th Indian Science Congress (ISC), the largest national science event, to be held in Bhubaneswar next year will focus on the role of women in science, an official said Thursday.

The focal theme of ISC to be held Jan 3-7, 2012 would be "Science and Technology for Inclusive Innovation - Role of Women". It will be inaugurated by Prime Minister Manmohan Singh, general president of the event Geetha Bali said.

"The Congress aims to salutes the transition displayed by women and their emergence as true epitomes of power and courage," said Bali, vice chancellor Karnataka State Women's University, Bijapur.

Special emphasis will be laid on bridging the divide in the society using science and technology to achieve inclusive development - be it economic, geographical or gender based biases.

The event is likely to be attended by around 10,000 participants including Nobel laureates and several eminent scientists from India and abroad, besides students and general public.

"From a humble beginning Indian Science Congress has today emerged as one of the most awaited events on the science and technology calendar across the globe. The event will witness participation from some of the brightest minds in the realm of science from across the globe," she said.

The five day event will comprise technical sessions, plenary sessions, vision talks, panel discussions, public lectures, pride of India expo, children science congress and women science congress, she said.

There will be special pavilions like 'World of Women' (WoW), 'Edu Vision', 'Hall of Pride' (HoP). WoW will be depicting women in science and science for women, whereas Edu Vision will showcase innovative models by leading educational institutions. HoP shall be a dedicated section designed to raise a toast to the life and works of a prominent scientist and philanthropist.

GREENWICH, Conn. ? Officials in one well-to-do Connecticut town are asking an ABC hidden-camera show to hit the road.

Greenwich officials tell the Greenwich Time ( http://bit.ly/qUQu3J) that the filming of the show "What Would You Do?" is disruptive. They say they asked the film crew to choose another location for filming.

The show sets up morally difficult situations and secretly films people's reactions.

Town officials say having the show set up in front of stores has a negative impact on business. Greenwich police say one of the show's scenes caused an alarmed resident to ask a store employee to call police.

The Associated Press left messages for an ABC representative.
